


At B² Ministries, (pronounced B Squared Ministries), we are dedicated to spreading the love and Gospel of Jesus Christ through evangelism, discipleship, and training disciples to make disciples! MULTIPLICATION of His Kingdom is our primary focus and our goal is to impact unsaved souls in the "10/40 window"* and beyond, bringing about life transformations and community change through the love of God.

B² boldly emerged in 2025 through the vision of Bianca and Billy. It is clear that His divine intervention united us to spread and teach the message of God's grace and love and to make disciples of those who have yet to find salvation. We are honored and grateful to represent Him and illuminate His truth in a world filled with darkness.

We are humbled and honored to be chosen by God to be His Ambassadors, tasked with spreading the good news of His grace, making disciples in every nation, and leading the unsaved to salvation. We help equip those with the necessary tools and resources to boldly share the gospel and empower others to do the same.

Arrived in Brazzaville late Thursday afternoon May 28th (after 4 flights and nearly 42 hours of travel time including layovers) only to find out that Pastor Bobo lost his church building, the location of our conference, that same morning due to persecution from his landlord! He found an alternate location last minute with no roof and no air conditioning, and only a handful of expected Pastors showed up due to the last minute changes and the magnitude of those changes. We went forward with our 2 day conference on Friday and Saturday with less than 10 pastors and maybe 25 congregants attending, but ALL left with the 3 Circles Discipleship tool sticker stuck to their phones and the knowledge of how to use it! Even 1 salvation of a mother who was walking by the venue with her preteen daughter!
One of the Pastors in attendance, Pastor Moses, asked Mark and I to worship at his church on Sunday and repeat our training there at his church on Monday and Tuesday! (PRAISE GOD! His plans are ALWAYS better than our own!) With a much bigger church and congregation, we trained another 15 or so Pastors and an estimated 60 to 70 congregants who returned on Monday after hearing Pastor Mark's Sunday message!

As I continue to travel throughout Jacksonville, one issue continues to stand out: we are still not addressing homelessness head-on.
Recently, while driving through downtown and looking at different areas of our city, I witnessed something that has stayed with me. I saw a man lying on the ground who appeared to be nearly lifeless. People were walking by him without stopping or saying a word. I pulled my truck over, got out, and asked someone nearby if he was alive.
No one should be left in that condition in the middle of our city. No one should become invisible.
As I speak with men and women across Jacksonville, it’s clear that while resources exist, they are not fully capable of meeting the scale of the challenge we face. Too many people are still falling through the cracks.
This issue is personal to me. Members of my own family experienced homelessness and lived on the streets for a period of time. I understand the pain, the struggle, and the impact it has on families and communities. That’s why we must keep our finger on the pulse of this crisis and refuse to look the other way.
The reality is that many residents still do not feel safe in parts of our city, especially downtown. As a father, there are areas where I would not feel comfortable taking my own children for a walk. That’s a problem, and it’s one we must confront with honesty, compassion, and action.
Homelessness is not just a housing issue. It’s connected to mental health, addiction, job opportunities, public safety, and community support. We need solutions that address the root causes while restoring dignity and hope to those who are struggling.
As part of my campaign, I will be releasing a comprehensive plan outlining what I would do differently to combat the homelessness crisis across Jacksonville. Our city deserves leadership that is willing to tackle tough issues, not ignore them.
We cannot become numb to human suffering. We cannot accept people dying, overdosing, or sleeping on our streets as “normal.” Jacksonville can be a city that is both compassionate and safe. We can help those in need while creating stronger, healthier communities for everyone.
It’s time to address this crisis head-on.
We need a leader in office that will actually do something about this.

In Christian mission circles, the “10/40 Window" refers to a vast rectangular geographic region spanning from 10 to 40 degrees north latitude, stretching across North Africa, the Middle East, and much of Asia—from the western edge of Morocco to Japan in the east. Coined in 1990 by missionary strategist Luis Bush, the term was originally “10/40 Box” but renamed “Window” by his wife Doris to evoke a sense of opportunity rather than confinement, highlighting a strategic “window” for global evangelism efforts.
This area, often dubbed the “Resistant Belt,” encompasses about 68 countries and is home to roughly two-thirds of the world’s population—over 5 billion people across more than 8,700 ethnic groups. It contains the highest concentrations of poverty, socioeconomic challenges, and religious diversity outside Christianity, including the majority of the globe’s Muslims, Hindus, Buddhists, Jews, animists, and atheists. Critically, it includes over 96% of the world’s unreached people groups—defined as ethnic communities with less than 2% evangelical Christian adherents and virtually no access to the Gospel of Jesus Christ. Estimates suggest around 3.2 billion individuals here have never heard the name of Jesus, with 69% of its people groups (about 5,900) remaining unreached, totaling some 3.45 billion souls.
The concept underscores an urgent missiological priority: despite Christianity’s historical focus on more accessible “coastlands,” only about 3% of foreign missionaries currently serve in this region due to barriers like political instability, religious persecution, hostile governments, and cultural isolation. Organizations like the Joshua Project and Partners International use it to rally prayer, church planting, indigenous ministry support, and missionary sending to fulfill the Great Commission in these hardest-to-reach frontiers. While the term is a generalization rather than a rigid boundary (and includes some Christian-majority pockets like parts of the Philippines or Ethiopia), it remains a powerful visual tool for focusing resources where the spiritual and human need is greatest.

Each mission to this region costs us anywhere from $4,500 to $7,500 per person depending on our destination, but it's Return on Investment is immeasurable in not only the lives of those we come in contact with, but on the society as a whole due to the multiplication effect of our training "the locals" to carry out the Great Commission after we've flown home.
